Damn frustrating as ideally should recognize who this is. Wasn't Keegan from Scunthorpe originally or had some association. Doesn't (seem to) fit in with the quote or have any real link to the West Midlands but best I can offer right now.

This character was a Football manager in the sense that he was a parody of a football manager.
it’s correct if you get the actor/comedian and brownie points if you get the name of the fictional manager.
The comedian had a partner who would probably be more famous in the States.

Pete and Dud were great....I loved Peter Cook especially.
That was a clip from the Clive Anderson show in the nineties... he nailed all the cliched bollocks those types of managers spouted and could pass for a manager.
