Am I missing something?

There are 7 groups, 2 qualifiers from each = 14

Does that mean that Greece as holders and the host country (Austria is it?) are automatically qualified?

EDIT - Just seen that Greece are in a group.

Is it joint hosts then, Austria and Switzerland?
